all tables should have counters added

There are multiple tables in the p4 code that don't have counters associated with them, but which would be handy in tracking down transit issues.  The ones that seem most useful are:
- `Services::service`
- `MacRewrite::mac_rewrite`
- `MulticastEgress::asic_id_to_port`
- `MulticastMacRewrite::mac_rewrite`
