LGTM. #1795 has been merged if you want to try compositing MGS and dendrite before merging.

Integrates oxidecomputer/omicron-package#21
This allows Omicron to make use of "composite" packages, effectively merging zone images into one.
We make use of this feature by integrating the MGS and Dendrite zones into a composite "switch" zone
