This is a temporary measure for R18, where we don't expect to use trust quorum. We are disabling the trust quorum node tasks altogether so that their sprockets connections do not tickle an existing IPCC bug. I have purposefully left code commented out since plumbing was a pain, and I'd prefer not to have to figure out all the places where I need to put this back.
