Increase Google Meet load timeout to 25s

Implement per-provider load timeout for the webview load watchdog. Google Meet now has a 25s budget, while other providers keep the 15s default. This avoids false-positive "taking longer than expected" UI triggers during Meet's heavy cold-load process.
