Create purl-spec page for PURL community/TC54-TG2 meeting schedules and other information

We need to create (and keep current ;-) a single page people can visit to figure out when and where the next community and TC54-TG2 meetings will take place. This page could contain other general PURL-related info as well. As a starting point, I suggest we simply add a new .rst page to the purl-spec repo. I'll prepare a PR.

Ecma publishes some info on TC54 meetings, but they do not publish schedules for the task groups themselves. This is something we could potentially add to tc54.org as we have complete control over the content there.

We could have something like https://tc54.org/tg2/ where people could go to get the information.

• I think 'CET' became 'CEST' on March 30
• in the TC54-TG2 schedule, the CEST should be 16:00 to 17:00
• in the PURL community, the UTC should be 16:00 to 16:30 and the JST 01:00 to 01:30
