Turn tools and common into proper packages

Description

Both tools and common should be proper packages, with valid directory structure, that does not require explicit list of files to be included. Versions should also be incremented with some regularity.

Benefit

Easier maintenance, replacement of old version with new when one installs them as described in docs [1]
