Before this PR
We need to merge this change in conjure-java-runtime-api first to ensure that the queue timeout in the service configuration YAML is respected as well.
We are implementing configurable queue timeouts in Dialogue. We should have a way to allow developers to configure the queue timeout in the client configuration interface.
