This pull request adds a new how-to guide documenting how to use briefcase to build, package, and distribute a click CLI application.

Sorry it took so long to do this. During the time I showed interest I was working on this https://briefcase.beeware.org/en/stable/how-to/building/cli-apps/ with Russell Keith-Magee and it took a couple of months then I was skeptical about adding this since I think the one we created at briefcase documents everything.
I tried doing this one from the POV of click.. hopefully it's good.
