The ensemble smoothers require computing ensemble variance to estimate the observation noise. However, we want to be able to use EKS even in the single network case - especially in the multi-view setting, where spatial constraints are very strong. This PR replaces ensemble variance with the inverse of the network confidence in single network runs.
