Patch release for Fedora/Bazzite NVIDIA release packaging.

  • Rebuilt Fedora 42, 43, and 44 RPM assets with CUDA enabled so NVIDIA/NVENC systems can use the GPU-native upload path.
  • Added tagged-release validation that fails Fedora RPM packaging if polaris --version reports Build features: cuda=disabled.
  • Kept the v1.0.11 Browser Stream and Linux runtime diagnostics behavior otherwise unchanged.

For Bazzite or Fedora NVIDIA hosts affected by low FPS with capture_transport=shm frame_residency=cpu, install the matching Fedora RPM from this release and confirm polaris --version reports Build features: cuda=enabled.
