Buffed several relics and most alternate starter decks.

• General
  • Added config toggles for "Always Offer a New Relic", "Always Offer Unfamiliar Deckbox", and "Only Offer New Relics".
• Relics
  • Buffed Iron Crown: Now has a downside of "Combats during Act 1 drop no gold" instead of "Card rewards during acts 2 and 3 have 2 fewer options".
  • Buffed Wriggling Ink: Now enchants 2 cards with Steady instead of 1.
  • Buffed Shifting Blade: Now lets you enchant a card of your choice with Unstable instead of adding an Unstable Strike.
  • Buffed Blue Tier Membership: Now also causes shops to always stock at least 1 Rare potion.
  • Made Picnic Basket get faded out when used.
• Alternate Starter Cards
  • Nerfed Brawl: No longer upgrades to -1 energy cost, now gives 3 (7) Block when played instead of 4.
  • Buffed Knife Arc: Now deals 5 (8) damage when played instead of 4 (7).
  • Buffed Ready: No longer upgrades to Sly, now gives an extra 2 (5) Block when played.
  • Buffed Lens Flare: Now only gives a random colorless attack instead of any random colorless card.
  • Buffed Nudge: Now deals 6 (9) damage instead of 5 (8).
  • Buffed Reinforce: Now Summons 3 (4) instead of 2 (3).
  • Buffed Ooze: Now gives 7 (10) Block instead of 6 (9).
