fix: do not treat Cursor servers-only MCP files as configured - #253

Cursor only loads mcpServers. A pre-fix .cursor/mcp.json with servers.patchloom made the status bar look done while Cursor ignored the file. Inspect now matches what Cursor reads. Signed-off-by: Sebastien Tardif <sebtardif@ncf.ca>

Summary
Inspect treated a Cursor `.cursor/mcp.json` with only `servers.patchloom`
as configured. Cursor does not load that key. The status bar showed
ready and Setup Workspace skipped Configure MCP.
Inspect now requires `mcpServers.patchloom`, matching Cursor and
what Configure MCP writes after #252.
