Selectable tile component

There is a need for a "selectable tile" that can be used in forms and other interactive areas

The most prominent use case seems to be using this as a radio-like selector.

@mcoker @tlabaj we have a design in progress here: https://marvelapp.com/630h4fa I have a question about what this needs to be from a component perspective. It seems like the only thing that distinguishes this from a grid of cards is the radio-selector type behavior, i.e. I can only have one selected at a time. This implies that a tile knows about other tiles. Therefore do you see the component more like "Tile group" where we can always assume two or more tiles? Is there any reason to have a Tile stand alone?

We also have this issue in the backlog for Toogle Button Group: patternfly/patternfly#2625 I'm wondering if these are behaviorally just the same component with different visual treatments. Let me know your thoughts.
