Bug - [Toolbar] - [missing OUIA for filter toggle]

Describe the problem
OUIA is a great selector for writing tests.
Toolbar filters are missing "good" OUIA selectors so we can target them.

Here's an example of what Georgy did for the primary toolbar component in frontend components.
I think it would be great to copy that from frontend components and bring it to the Patternfly

Expected behavior
We have the same OUIA as in frontend components.
