Bug - Toolbar - chip group content no longer properly hidden when it has no chips

Describe the problem
I'm seeing some changes in an extension that look like they're coming from the toolbar chip container class addition PR. Staging is on left, my local with the lastest prereleases is on the right. Note the distance between the toolbars and the log window, and the addition of the chip container class.
Setting collapseListedFiltersBreakpoint to all restores the previous behavior.
