Bug - MultipleFileUpload - Clicking the X button to clear an uploaded file triggers file browse dialog (PF5 regression)

Describe the problem
After uploading a file, if I click the X icon to remove that file, after the file is removed the native file browse dialog is triggered.

How do you reproduce the problem?
This can be reproduced in the basic example on the staging docs here.

Expected behavior
Clearing a file should not trigger the browse dialog, it should only be triggered when clicking the file drop area (or perhaps only the Upload button itself?)

Is this issue blocking you?
Not currently blocking, but will be when we prepare our next release in a few months.

• Version: Firefox 102.13.0esr, Chrome 115.0.5790.114
