Expandable section - Remove from beta rules list

Follow up to breaking change PR patternfly/patternfly-react#8991 and codemod #403

codemod was already made, just need to remove from beta rules list after the above PR is merged

Required actions:

1. Remove from beta rules list
2. Update readme to not state that the rule isn't in pf-react
