feat!: move global admin.components.elements to admin.components.edit

[jacobsfletch]

Moves the global admin.components.elements config under new namespace at admin.components.edit to match the shape of collection configs

Benefits are two-fold:

1. The underlying code is easier to maintain, e.g. no need to use conditional logic for collections and globals just to retrieve a custom button definition
2. Better DX, e.g. the same property across collections and globals is much more intuitive
