pyo3 upgrade

It seems pyo3 dependency in minarrow is pretty old. Moreover it has one advisory. As many use cases might not use strings it's probably not critical, but anyway good to update this dependency.

Thanks for flagging this @kpiwonski good spot. You're right that it's low severity, but keeping dependencies current is good hygiene.

Given I am currently completing a memory audit of the primary codebase, and since you're across the codebase and have been logging issues regularly, this would be a great first PR if you're up for it? It's a straightforward version bump and a useful way to get familiar with the contribution workflow. Happy to review quickly.

Hey, This requires a bit more investigation as there are some compilation errors (although probably simple ones). I might look at that, but cannot tell you for now when I will manage to find time.

btw. Can you release a new minarrow_pyo3 as it is not up to date with minarrow (having old 0.10.1 version)?
