Add FIDO2 Two factor authentication

Two factor authentication using a FIDO2 key such as a YubiKey 5 is is incredibly secure and growing in support. With the sensitive nature of data that Pelican protects, I believe it makes complete sense to let users use a significantly stronger 2FA method than TOTP, which FIDO2 is. Further support for passkeys could also be implemented to allow secure, passwordless sign-in, but I believe 2FA FIDO2 should be prioritized.
