Release

Change VERSION with the appropriate tag
Amend CHANGELOG.rst (check the release date)
Tag the resulting commit with the appropriate tag
Push the tag (using: git push --tags)
Edit the release (copy/paste CHANGELOG)
Publish the new release to PyPI
