Lands the dirty vendorable-agent-runtime-package worktree as one coherent PR.\n\nIncludes the new megaplan.agent_runtime surface, fanout/WorkerUnit migrations, import lazification, quality blocker filtering, worker options normalization, docs, py.typed, and focused tests.\n\nBytecode caches were excluded before commit.
