Create Database in Python

ppxml2db requires a new database to be created for each run. Currently this is implemented at OS level.

It would be better if the program was self-contained, creating the database within ppxml2db.

In version 2.0, there's ppxml2db_init.py utility to create a database (instead of Makefile).
