POST requests to /api/v1/system/package do not install UI items

Describe the bug
Menu items are not installed after installing packages via /api/v1/system/package

To Reproduce
Steps to reproduce the behavior:

1. Make a POST request to /api/v1/system/package to add a new package, menu items will not be available afterwards.

Expected behavior
The package and menu items should be installed after.

pfSense Version & Package Version:

• pfSense Version: 2.6.0
• Package Version v1.4.0

Affected Endpoints:

• URL: /api/v1/system/package
