Allow either 'pfSense-pkg-haproxy' or 'pfSense-pkg-haproxy-devel' packages when checking requirements
Handle nested package arrays in schema generation and test case package installation to prevent breaking changes

Package dependency checks currently only accept 'pfSense-pkg-haproxy' and will fail when users have the devel package installed instead. This updates the logic to accept either the regular or devel HAProxy package
Also updates OpenAPI schema generation and test case package installation to handle the new nested array format
