- Adds endpoint for /api/v1/services/ntpd to read and update the NTP configuration
- Adds endpoint for /api/v1/services/ntpd/time_server to add or remove NTP timeservers
- Adds documentation for NTP endpoints
- Adds unit tests for NTP endpoints
