Fix dependence on DBC #7
Description
This project currently utilizes the DBC library for type-checking of arguments. A modified version of DBC has now been put on GitHub as Python_Type_Checking. References to DBC should be replaced with appropriate dependency on Python_Type_Checking. It may also be that some of these uses of DBC are unnecessary.
