[Debug] Debug Server Slow / Repeatedly Going Down During Peak Hours

Debug server is slow and repeatedly going down during peak hours. Our current countermeasure - setting up daemon service to bring it back online every 30 minutes - seems no more suitable at this stage.

In the immediate term we are adding more capacity and updating the version of the weinre running on those new machines. The next step is to allow you the option of specifying your own weinre server if you want run you own version locally.
