composer: command not found why ? is this error of. the document?

I believe composer is simply not included in the image. I think this is the image Dockerfile: https://github.com/php/frankenphp/blob/main/static-builder-gnu.Dockerfile

You have to install composer yourself. Which is normal, because composer, it seems, is not required for core static builder functionality. Not all projects use composer so this would simply be wasted space for them.

Documentation shouldn't show composer usage without installation, though.

That's an example what you could do in your Dockerfile, not an actual Dockerfile you can use.

In the documentation, Composer is used outside the container. You need a local installation.
