Implementing PHP 8.4 phase of RFCs

Description

Hi, there are a number of RFCs which are supposed to be implemented in phases, namely:

Has their 8.4 phase implemented?

PHP 8.4 is scheduled to release in November. See https://wiki.php.net/todo/php84.

https://wiki.php.net/rfc/saner-inc-dec-operators will be released then, https://wiki.php.net/rfc/deprecate_functions_with_overloaded_signatures was already released in PHP 8.3 last November.

Hi, this issue was more of a reminder.
Also, this RFC actually have ldap_connect() ldap_exop() etc which is supposed to be deprecated in 8.4

BTW, I have one small suggestion.

Most RFCs are implemented in phases including ones which proposes deprecation of something in minor version and their removal in next major PHP version.

Currently, these RFCs are moved to "Implemented" section on https://wiki.php.net/rfc as soon as even one of their phases like deprecation part is implemented even if removal part is yet to be implemented.

It is fine if RFC was proposed by someone who contribute to PHP on regular basis as there is high chance that they will still be around to implement next phase of their RFC when the time comes.

However, it can be a problem in case RFC author is someone who only want to contribute right now. Chances of them returning to implement later phases of RFC (let's say PHP 9) are low.

Moreover, since RFC itself will be moved to "Implemented" section after having only one of its phases implemented, there is high chance that even regular contributers will forget about these RFC after 2 or 3 years and assume them to be fully implemented.

I think there should be a new section called "Partially Implemented" where RFCs which are not fully implemented will be shown. They can be moved to "Implemented" section when all phases are implemented.

This way regular contributers can keep track of these RFCs and hopefully implement their next phases in case original author forgot them etc.

This will also help regular contributers and PHP foundation to make sure RFCs are fully implemented especially in major versions which will have a lot of RFCs related work.
