pie build should always build

The build command is confusing, as it may download a pre-packaged-binary instead of running a build

Proposal: set --suppress-download-url-method=pre-packaged-binary the default for build (keep unchanged for install)

Current behavior is confusing, as it does not match the command name

Just some copy & paste from related discussion:
Having build and not download make sense, but probably a very niche use. IMHO for most users the default command to install should use pre-built binaries if available, since for 99% of ppl that is desired and more convenient outcome
