Flip apiref productionAlias to true, trim cutover docs from README#5659

The cutover of apiref.phpstan.org from the legacy distribution to the CDK-managed one is done. Set productionAlias: true so the CDK code matches the live distribution (alias + ACM cert were attached out-of-band during the cutover; the next cdk deploy is a state-sync no-op). Trim the now-historical pre-cutover / cutover runbook from the README, keeping the steady-state reference and the legacy-resource cleanup runbook.
