touch tmp/restart.txt not working. on passenger 2.1.3

What steps will reproduce the problem? 1. Centos 5.2 x64, apache 2.2, passenger 2.1.3, any rails version
2. touch /approot/tmp/restart.txt 3. What is the expected output? What do you see instead? Expect app restart and restart.txt to be deleted What version of Phusion Passenger are you using? Which version of Rails? On what operating system? passenger 2.1.3 & multiple Rails version 2.1.2 2.1.0 2.0.2 Please provide any additional information below. Tried touching file as root and also as the apache user and the app will
not restart. Also, the restart.txt is left in the tmp directory.

Since version 2.1.0 we don't delete restart.txt anymore even though the app is
properly restarted. We only check for timestamp changes now.

Status: Invalid
