This PR:

Updates octokit and gitbeaker to their latest versions
Updates used types in the code to conform to the new library versions. In particular, it fixes Module '@octokit/types/dist-types' has no exported member 'IssuesListForRepoResponseData' #89
Updates husky, prettier, and several other libraries
Updates setting of AWS to avoid using deprecated properties, using instead AWS.Credentials()

Additionally (sorry for mixing this in)

It installs husky upon npm i to ensure git hooks are always installed
Removes package-lock.json from .gitignore since it should be committed to pin the right versions.

Many changes in the commits are just formatting issues fixed by prettier
