LGTM. The collection entry shape is valid, the added repos are public and non-archived, and targeted validation shows no malformed or duplicate repo names in 10135.ai-observability.yml. I changed the issue reference to Refs #3022 because that tracker is broader than this three-repo expansion.

Context
Refs #3022. The collection already existed but was missing high-signal tools cited in the issue: Weights & Biases (11k stars), Microsoft PromptFlow (11k stars), and LangSmith SDK (the official tracing SDK for LangChain agent workflows).
