New-thread project picker: give filtered results a ⌘1–⌘9 shortcut and keep existing numbers stable

In the New thread project picker (mod+shift+o), only the first 9 projects of the unfiltered list get ⌘1–⌘9 hints. After I type a search, those numbers stay on their rows, which is good for muscle memory. But a matching project that was not in the first 9 has no shortcut, even when only a few results are left.

Proposal
When the query is not empty:
Rows that already have a number keep it (⌘5, ⌘3 above). The same project keeps the same key across searches.
Rows without a number get the lowest free number, in display order (preflight → ⌘1).
With an empty query, the behavior does not change.
enumerateCommandPaletteItems assigns thread.jump.1..9 by index, once, before filtering (apps/web/src/components/CommandPalette.logic.ts). Items past index 8 get no shortcutCommand.
filterCommandPaletteGroups keeps the existing shortcutCommand values but never fills gaps.
handleKeyDown already resolves thread.jump.N against the displayed items (CommandPalette.tsx ~3046). Thus, a fill-gaps pass after filtering is enough.

⌘1..N. That also fixes the missing shortcut, but the number of a project then changes with each query. This proposal keeps numbers stable and only fills the gaps. Either is better than today.Drafted with Claude Code (Opus 5.5).
