Collapses diff items by default (New Setting)

Every time I create or move threads, the diff/review tab is always expanded for all files.
Most of the time, i don't want to review each individual file. I just want to make sure that the files changed make sense. I would like to have a setting where every time i open that tab, it is always collapsed as default.

Resolved by #11484 — Settings → General now lets you choose Expanded or Collapsed as the default diff file state.
