Regression results not consistent

Multishot regression does not give correct results. It could be issue with metrics or the code itself. Issue was identified by Jessica Turner.

Fixed all the issues and tested with Jessica Turner for verification. Below are the changes made:

1. Updated cost function and fixed bugs in metrics computation: 61328de

2. Updating intial weights based on local betas and fixing bug computing: 9740088

3. Normalizing columns which have higher range values compared to other columns: d501481
