update teaxyz/cli on docker invocation

this doesn't add much (but does add a little) startup time. we build a fresh image daily. noticed mine was 30 days out of date, but i'm on the fence about actually doing this.

I have a cronjob set up to update the image every night. Though considering usually my mac is asleep I'd give it a 2/5 for usefulness.

I'm sure you could have it check every hour without noticing.
