Adding AnkaSecure to PQC Capabilities Matrix

• Added AnkaSecure, a REST API & SaaS solution for PQC implementation.
• Supports CRYSTALS-Kyber (ML-KEM), CRYSTALS-Dilithium (ML-DSA), Falcon, and SPHINCS+ (SLH-DSA).
• Provides key management, encryption, and digital signatures for post-quantum security.
• Positioned in alphabetical order before Ascertia.

We are splitting the table to focus on standardized algorithms. There is a branch for the future matrix.

We'd like the PR to be against that branch so we can populate that and move that into the main page.

One comment on the PR is that the draft algorithms are not the same as the final algorithms, i.e. CRYSTALS-Dilithium is another algorithm than ML-DSA so it would be nice to have that clear in the description of your products.
(I would even mention only ML-DSA as the new Matrix does not include Dilithium, Kyber or SPHINCS+ but only the standardized algorithms.
