pCC theme won't change immediately after applying another one.

Bug report

When you try to change theme, this change is applied to plainPanel immediately, but plainControlCenter still use old theme until it will not be restarted.

Steps to reproduce

1. Run plainControlCenter
2. Go to Appearance pane
3. Change theme
4. Click Save
