Prepare the local setup installation

Use the local setup from https://github.com/platform-mesh/helm-charts. Specifically https://github.com/platform-mesh/helm-charts/tree/main/local-setup
Install the local setup using cached version, this will install pm with all dependencies, kcp, openfga, keycloak, openmfp, etc...
in that same kind cluster, install httpbin operator via ocm. NOTE this is also possible via the platform mesh operator. Use this approach.
