Add `windows` and `macos` to OS matrix in CI

Testcontainers need some special treatment on windows and macos runners.

Had this error on windows:

database_test.go:24: failed to initialize database: generic container: create container: ensure default network: network create: Error response from daemon: could not find plugin bridge in v1 plugin registry: plugin not found

And this on macos:

panic: rootless Docker not found [recovered, repanicked]
