feat(fabrication): add GerberExporter, FabricationWorkflow, jbom gerbers, jbom fab (#224)

GerberExporter service with tiered dispatch: kicad-cli subprocess →
pcbnew API stub (deferred to #227) → graceful degradation.
Skips with actionable diagnostic when kicad-cli unavailable; BOM/POS unaffected.
FabricationWorkflow application service: adapter-neutral orchestrator
sequencing BOM → POS → Gerbers. Each step independently skip-able;
sub-service failures captured as diagnostics without aborting other steps.
jbom gerbers CLI: standalone Gerber/drill/netlist generation.
Correctness-validation path for GerberExporter before jbom fab uses it.
Options: --fabricator, -o/--output-dir, --no-drill, --netlist, --dry-run.
jbom fab CLI: one-shot BOM + POS + Gerber generation. Equivalent to
running jbom bom, jbom pos, jbom gerbers in sequence with the same
fabricator profile. No --fields flag (use individual commands or custom
fabricator config for field control). Supports --skip-*, --dry-run,
--inventory, --smd-only, --layer, --origin.
Naming convention established: new class names reflect the promise
(what is produced), not the mechanism. Cleanup of existing
BOMOrchestrationService/POSOrchestrationService names tracked in #237.
49 new tests; 1057 total pass.
