• feat(plugin): Tranche 1 — skip_backup (#254), smart zone fill + auto-save (#255)

#254 — FabricationRequest.skip_backup:

• Add skip_backup: bool = False field to FabricationRequest
• Gate FabricationWorkflow backup step on not request.skip_backup
• Wire dialog Create backup checkbox: do_backup=self._cb_backup.GetValue()
  gates the backup step in _worker()

#255 — Smart zone fill with no-op detection and auto-save:

• Extract fill logic to jbom.plugin.zone_filler.fill_zones_if_needed()
  (wx-free module, testable without KiCad)
• Skip ZONE_FILLER.Fill() entirely when all zones are already filled and
  not stale (IsFilled=True, GetNeedRefill=False) — board state untouched
• When fill genuinely runs: auto-save via pcbnew.SaveBoard() so source file,
  Gerbers, and backup are all produced from the same consistent state
• KiCad owns the dirty flag; this code never reads/writes IsModified()
• Fallback to board.Save() for pre-KiCad-7 builds
• Add tooltips to Fill zones and Create backup checkboxes

Tests: 13 new unit tests covering skip_backup field/workflow gate and
all fill_zones_if_needed() paths (no-op, stale, unfilled, save, no-save).
