[BUG] - Failing tests on `master`

The past several releases have seen failed "Typing Compliance" CI jobs when merging to master: https://github.com/plotly/dash/actions?query=branch%3Amaster

This interrupts release workflows because we have last-minute CI failures on pipelines that passed when merging to dev.

We need to investigate if there is a real bug here and/or why the tests only fail when merging to master but not more generally.
