Current GitHub issue template is no longer showing up

Description

The existing issue template isn't being used anymore because GitHub has created a new workflow that isn't compatible with the old template. The same issue was present in plotly.js in plotly/plotly.js#7553.

Steps to reproduce

• Go to the new issue page
• Note that no option uses the existing issue template
