When I try to install plotly using pip in Windows 7 I get some sort of encoding error.

I am using Anaconda with Python 3 as my main Python distribution. I had no problem installing plotly in Fedora with the same Anaconda configuration.

It looks like windows was having issues with this character: ”, which is \xe2\x80\x9d. I just replaced it with ", but before I send to pip, could you download the README.txt file in this filder and run (in python):

with open('README.txt') as f:
    s = f.read()

and let me know if any errors occur? I don't have a Windows machine that I can test this on. Thanks a bunch!
