Adds some files to make contributing a little more straightforward.

It's probably been a bit difficult for developers to make changes. Hopefully this makes it easier.

@chriddyp and @etpinard , @chrisb2 has added some functionality to the Stream class. In light of this, I thought it was about time we had a more helpful introduction for contributors.
