Maintainers guide needed?

Do we need a maintainers guide? I think so...

We currently have some documentation under project management, e.g. https://docs.pmd-code.org/latest/pmd_projectdocs_committers_infrastructure.html

But we lack of:

• process to add/remove new committers (voting, vouching, meritocracy, ...)
• better documentation of who own which passwords (for deploying, releasing, pmd-code.org, etc.)
• process of decision making
  • e.g. about new features, technical solutions, etc.
• how to triage issues - see also Issue triaging questions #6675
• how to review and merge pull requests - see also Pull request merging #6673

And probably many more.
